Topica and Yahoo, etc – Free mailing list managers such as these are a good means of getting started if you are on a limited budget.  I worked with Yahoo Groups a very long time ago when they were known as ONElist, and then their name changed to eGroups.  Even though I did not have a major issue with them, I eventually wanted to have complete control over my list.
